Home Buyers approached Punjab & Haryana High Court for early completion of Dwarka Expressway Road and Basic Amenities

DXP Welfare Association which represents the home buyers & investors from more than 20 projects across dwarka expressway road (also known as NPR) has filed the CIVIL WRIT PETITION (CWP -2970-2017) in Punjab & Haryana High Court on 16th Feb.’17 against concerned state & central govt. authority (HUDA, NHAI & DTCP). The major demand of association from HUDA & NHAI is time bound completion plan under court monitoring panel for early completion of Dwarka Expressway Road which has been delayed by more than 8 years. CWP filed by association has also demanded the overall status of EDC/IDC collection from DTCP (Dept. of Town & Country Planning, Haryana Govt.) for the development of basic infrastructure like water, electricity, Sewage system etc. across Dwarka Expressway in the sectors of new Gurgaon (Sec 37, 81 to 115).

Mr. Yashesh Yadav – President of DXP Welfare Association said that “Dwarka Expressway is proposed upcoming ambitious 6 lane expressway which will provide alternate connectivity between Delhi & Gurgaon to ease traffic & pollution level but still there is no concrete plan from Govt. side to complete it”.

Mr. Pradip Rahi – General Secretary of DXP Welfare Association said that “Home buyers don’t see the seriousness of Govt. authority towards resolving the issues to complete the road and the situation is same even after declaring it as National Highway 1 year back. Association has approached the court now to bring the justice for more than 70000 families.” MoRTH (Ministry of Road Transport & Highway) has given media communication that construction work will start from Dec.’16 but till now the allocation of highway number has not been done & even DPR(detailed Project Report) is also not ready from NHAI which is the most essential document to start the work on ground level.

DXPWA’s lawyer Mr. Amish Tandon said “The Hon’able Court, after hearing the submissions, was pleased to issue notice in the matter to the MoRTH, HUDA, NHAI & DTCP. The Association approached me after they did not get any satisfactory response from the concerned authorities despite raking up the issue at various levels. As a result they have now moved court.” Angry buyers and investors from all the projects across the Dwarka Expressway had also done several protests in last one year to raise   the failure of state & central  Govt. Authority  for early completion of the road.

The Vice President of DXP Welfare Association – Mr. Komal Ahuja said that “We are meeting NHAI & HUDA on regular basis however authorities didn’t seem to be committed to complete the entire stretch as per the deadlines given by them. This left buyers with essence of disappointment & betrayal.”

Another executive member Mr. Gaurav Prakash from association who has played vital role in case filing said that “NPR has been a roller coaster ride story since beginning and there is no limit of issues popping out in the completion of road.”

Mr. Prakhar Sahay said that “I look after the communication & social media campaign of DXP Welfare association and based on this experience I can say that almost more than 100 home buyers contact me to know if there is any progress on development of dwarka expressway and this represent the growing anger level of home buyers.”

Mr. Manish Grover who had put his hard earned money 8 years back in one of the project of Sector 109 said that “We only see the press release & new deadline from Govt., Our wait for dwarka expressway is endless and hence association has done the favorable job for more than 70000 families by taking up the matter to the court.”
